China Executive Leadership Academy Pudong (CELAP) is a national institution in leadership training and development. Jointly approved by the Central Committee of CPC and State Council, CELAP was officially open in March 2005 after two years of preparations.
Since its inception, CELAP has attracted consistent attentions from the Party and State leaders. In the congratulatory letter in 2005, Hu Jintao, the then General Secretary of the CPC Central Committee, hopes CELAP to serve “as a base for educating revolutionary traditions and fundamental realities of the country, a crucible for tempering and enhancing leadership capacities of Chinese leaders, and a platform for international exchanges and cooperation.” Jiang Zemin, former president of China, wrote the inscription for the institution. Xi Jinping, the current President of China, visited CELAP several times and gave important instructions. Other leaders including Li Keqiang, the current Premier of the State Council, Zeng Qinghong, former Vice President of China and He Guoqiang, member of the Standing Committee of Politburo of the CPC Central Committee, have visited CELAP many times.
Being a public institution funded by the central government, CELAP is directly administered by the Organization Department of CPC Central Committee and under the guidance of CPC Shanghai Municipal Committee. Zhao Leji, member of the Politburo of the CPC Central Committee and Minister of the Organization Department of the CPC Central Committee, is the president of CELAP. Li Xi, Deputy Secretary of the CPC Shanghai Municipal Committee, serves as the First Vice President of the institution. CELAP consists of eight departments: General Office, Department of Teaching Affairs, Department of Participant Affairs, Department of International Exchanges and Program Development, Department of Academics, Department of Research Administration, Department of Information and Technology and Department of Human Resources.
Encompassing 41.26 hectares with 116,000 square meters of floor area, CELAP equips with modern facilities for teaching, administration, conference, library, sports and student residences. It can accommodate more than 800 full-time students for training at one time.
The target participants of CELAP include senior and middle-level Party and government officials, high-level business executives, senior professionals, diplomats and military officers. It also offers tailor-made programs entrusted by government departments, enterprises and social organizations from home and abroad. After several years of development, CELAP is widely welcomed by its vast participants for training programs.
Encouraged by Hu Jintao’s congratulatory letter and the spirit of seeking innovations through pragmatic measures, CELAP has built itself into an international, contemporary and innovative leadership institution. Moreover, it spares no efforts in tapping training resources and optimizing programs to enhance the Party’s leadership competency and preserve its vanguard nature. Its cutting-edge leadership training also focuses on new theories, new practice and new knowledge in China’s industrialization, informatization and urbanization. In one word, the institution has braved a brand-new way of leadership development in China, the CELAP Model.
Firstly, CELAP hammers out its training courses and curricula in line with the demand of Party’s construction as well as with the target of building a well-off society in an all-around way, which comprises of economic, political, cultural, social and ecological development.
Secondly, CELAP always concentrates on new theories, new knowledge and new practices. It draws lessons from China’s latest reform and opening-up practice especially from the region of Yangtze River Delta as well as from Shanghai, the most international metropolis in the nation. Major courses of CELAP include Urbanization and Urban Modernization, Modern Financial Management and Innovation and New Practices of Reform and Opening-up in the Yangtze River Delta. CELAP vows to build itself into a base for strengthening governing capacity, for sharing new experiences of reform and opening-up, for promoting international cooperation in leadership development and for conducting research on leaders of urbanization and urban modernization.
Thirdly, with the aim to become an international base of leadership training and development, CELAP continues to expand exchanges and co-operations with foreign partners. It has played an important and unique role in helping China and the world understand each other. Invited by CELAP, more than 400 senior officials, entrepreneurs and experts from 30 countries, such as South African President Jacob Zuma, former Minister Mentor of Singapore Lee Kuan Yew, have given lessons or made keynote speeches in CELAP. Statistics indicate that 10-12 percent of CELAP’s independent lectures are made by foreign dignitaries and experts. The institution also launches international exchanges in research and study, introduces international lessons and organizes seminars to help the participants develop global perspective and enhance their capacity for cross-cultural communications.
So far, CELAP has arranged training sessions for more than 3,700 participants from over 120 counties. Contents of these training programs include theory and practice of CPC’s party building, China’s reform and opening-up history, government reform, latest social management practice, business surroundings, and leadership education.
Fourthly, sticking to the opening-up principle in its operation, CELAP takes advantage of being a national leadership institution to integrate different resources in its training. Frequent exchanges and cooperation are conducted between CELAP and departments of central government, provincial and municipal governments in Yangtze River Delta as well as with other training units. For example, CELAP established long-term co-operative mechanism with Zhejiang and Jiangsu provinces in 2012 to collect information and latest cases for further studies. It has signed initial intents of co-operation with more than 41 departments and units, including the Organization Department of CPC Shanghai Municipal Committee, Shanghai Foreign Affairs Office, Shanghai Academy of Social Sciences and Fudan University, with the aim to share and explore teaching resources. CELAP has invited a number of government officials, experts and scholars, practitioners to give lectures.
Fifthly, CELAP adhere to integrity of teaching and research, applying actively research results into classes. It has established Research Institute for Socialism with Chinese Characteristics, Yangtze River Delta Research Institute, Leadership Research Institute and Post-doctorate work station. By summing up forces of institution teachers, participants, social study units, CELAP has positively participated into consulting services concerning the core work of the Party and the state. For example, it carried out more than 10 research projects on the reform of leadership training mechanism entrusted by the Organization Department of the Central Committee of CPC.
By the end of June 2012, CELAP has conducted more than 300 research subjects, including 29 national projects and 32 provincial projects, published 116 books and about 700 papers in major or core periodicals. It also organized 48 seminars and won 15 national prizes. A total of 21 research reports of CELAP have been reprinted by Xinhua News Agency or People’s Daily. A number of research outputs have been transferred into daily teaching materials.
Due to its implementation of brand strategy, CELAP has spared no efforts on the innovations of leadership training and gradually brought up a number of highlighted programs, curricula, field sites and textbooks.
Speaking of training programs, CELAP offers top-down and tailored courses. Top-down courses mainly tackle the practices of China’s reform and opening-up movement, focusing on urbanization and urban modernization, development of Yangtze River Delta and modern financial management and innovation. Participants include ministers, governors, ambassadors, mayors, business executives, who all think highly of CELAP’s program.
As to its course designing, CELAP has applied a training model featuring “Values Education, Capacity Building and Behavior Orientation” required by the central government. Offering courses in modules, CELAP has formed a batch of popular courses among its participants, such as Challenges, Opportunities and Solutions in China’s Urbanization and Urban Modernization, City Management Innovations and Intelligent City Construction, Development of Circular Economy and Low-Carbon Economy in the Yangtze River Delta, Theories and Practices of Shanghai as an International Financial Center during the 12th Five-Year Plan Period, Crisis Prevention and Management in Social Management, and Public Opinion Guidance during the Social Transition Period. The institution also edited the CELAP Series which consists of 30 books, which have been published by the People’s Publishing House. CELAP participants have used these books as self-teaching materials.
Speaking of teaching methods, CELAP is famous for its field visits and lab simulations. For example, it has selected more than 300 spots for field visits in the Yangtze River Delta region, which has taken a lead in China’s reform and opening-up. In June 2008, CELAP Kunshan Campus was established and has played an important role in field study consequently. Besides, CELAP is also the first that has established 6 labs to simulate media communications, crisis management, leaders’ psychological adjustment, financial innovations, management of smart cities and the Party education. Through these labs, participants could enhance their leadership capacity by exchanging ideas in handling similar cases and crises in life.
CELAP’s faculty is composed of full-time as well as part-time teachers recruited from home and abroad. The institution has so far invited more than 500 Party and government leaders, business executives, scholars and experts as adjunct professors and guest lecturers, such as Li Junru, former Vice President of the Central Party School, Liu Mingkang, former Chairman of China Banking Regulatory Commission, and Wang Guoping, former standing member of CPC Zhejiang Committee and Secretary of CPC Hangzhou Committee. Statistics indicate that over 90 percent of the courses are taught by guest lecturers at CELAP. In addition, CELAP has a young and highly qualified full-time faculty team and all of them have obtained doctorates. There are about 20 professors and 50 associate professors in CELAP, who are encouraged to attend in-service training, academic exchanges and overseas study.
After 10 years of arduous endeavor, CELAP has made tremendous development due to the wise guidance of the CPC Central Committee and its Organization Department and the support of CPC Shanghai Municipal Committee and of people from all walks of life.
With the training scale expanded and quality improved, CELAP has contributed greatly to the improvement of the caliber of government officials in a large quantity. A unique teaching model of CELAP has taken shape after it formed a number of unique programs and courses. Efforts have never been stopped to turn CELAP into an international leaders’ training base. Quality and considerate logistic services have been appreciated by the participants and students due to the improved management. With the enhancement of the Party’s organization, the faculty team of CELAP has become increasingly mature and competitive. The institution has brazed a trait of training that features innovations, characteristics and brand building. A number of media and newspapers, such as News Week, People’s Daily, China Daily have carried reports on the development of CELAP.
Holding high the banner of socialism with Chinese characteristics, CELAP will continue to forge ahead and blaze new trails in expanding officials’ international perspective and enhancing governing capacity. CELAP will keep working steadily the way commensurate with its status as a world-class leadership development institution for the ruling party and public services.
